2021年7月6日（火）から7月11日（日）までの会期で，名古屋市民ギャラリー栄において開催されていた展覧会「私たちの『表現の不自由展・その後』」は，「施設の安全管理のため」という理由で，7月8日（木）から7月11日（日）の間，市民ギャラリー栄が臨時休館となり中断させられている。
その臨時休館の根拠は，市民ギャラリー栄の「職員が郵送された封筒を開けたところ，10回ほど爆竹のような破裂音がした」（東海テレビの報道より）という事態によるものと報じられているが，主催者側には何ら説明もなされていない。そもそも報道によると，問題の郵便物は，「施設職員が警察官立ち会いの下で開封した」（毎日新聞より）のであり，施設職員立会いの下で警察官が中身を検査したり，開封したりしたものではなく，当初より重大な危険性があるという認識ではなかったことがうかがえる。さらに，その後，ギャラリー栄と名古屋市中区役所があるビル全体は閉鎖されてもいない。このような子供だましの脅しに屈し，さらには，正当な理由も説明もなく展覧会を中止に追い込むことは，まさに，犯罪者の思うつぼであり，また，その犯罪行為に加担していることになるだろう。
名古屋市は，2019年の表現の不自由展の中止の際と同様，行政が果すべき憲法上の責務を果さず，公権力によって十分に対処が可能な軽微な事案を展覧会中止の口実に利用した。今回も全く同様であり，公権力によるサボタージュであり，巧妙に攻撃者の行動を利用して，中止を正当化したものである。名古屋市の対処を客観的に判断するとすれば，攻撃者と名古屋市との間には心情的共謀関係があると判断せざるをえない。とりわけ名古屋市長河村は，いわゆる「従軍慰安婦」をめぐる歴史認識において容認しえない虚偽発言を繰り返し，大村県知事リコール運動の署名偽造についても，その道義的責任すら認めず，新型コロナ対策でも適切な対応をせずに犠牲を拡大するなど，そもそも憲法が義務づけている公権力の担い手としての責任を果していない。河村もまた，名古屋不自由展を中止に追いやりたいと願っている一人であることは間違いないだろう。だからこそ攻撃者と行政の間に心情的共謀がありえると私たちは解釈するのだ。
直ちに，名古屋市は臨時休館を解除して，展覧会を再開すべきである。
この展覧会は，あいちトリエンナーレ2019の企画であった「表現の不自由展・その後」が，今回と同様に，脅迫を主な根拠として中断させられたことを契機として企画されたものである。その展示作品の中には，民族差別的主張によって展覧会が中止させられたという経緯を持つものも含まれている。
また，同時期に東京，大阪において開催予定だった「表現の不自由展」においても，これに反対する人々の大声や街宣車による抗議行動により，会場の使用が取り消され，延期に追い込まれているという状況である。つまり，安易に脅迫に屈するという判断・行動は，その脅迫や民族差別的主張こそが犯罪行為であるにもかかわらず，その実行者の思惑通りの結果を生み，公開することができない作品を作り上げてしまい，不当に公開を妨げる検閲的な行為となっている。このようなことは，絶対に止めなければならない。
加えて，あいちトリエンナーレ2019における「表現の不自由展・その後」の中止に際しては，多くの平和的行動を取った市民による46000筆超の展示再開を求める署名が提出されているが，愛知県，名古屋市ともに，これらを全く無視してきた。その一方で，展覧会に反対する側のちゃちな脅しに屈して，次々と展覧会を中止に追い込むとは，いったい，どういう了見なのだ。
これは，あいちトリエンナーレ2019における事態に続く「文化テロ」である。テロの脅しに絶対屈しないと主張したのは，日本政府ではなかったか。であるならば，「文化テロ」に屈しない姿を見せるためにも，名古屋市は，展示を再開すべきなのだ。

============================== July 10, 2021 Protest Statement The exhibition "Watashitachi no 'Hyougen no fujiyu ten sonogo'[Our 'Non-Expression' Exhibition: Afterwards]," which was held at the Nagoya Citizen's Gallery Sakae from July 6 (Tuesday) to July 11 (Sunday), 2021, has been suspended from July 8 (Thursday) to July 11 (Sunday) due to "safety management of the facility." It is reported that the reason for the temporary closure is due to the fact that "when a staff member opened an envelope that had been mailed to the gallery, there was a bursting sound like firecrackers about 10 times" (according to a report by Tokai TV), but no explanation has been given by the organizers. According to the news report, the mail in question was "opened by the facility staff in the presence of police officers" (from Mainichi Shimbun), not by police officers who inspected the contents or opened the package in the presence of the facility staff, suggesting that they were not aware of any serious danger from the beginning. Furthermore, the entire building where Gallery Sakae and the Nagoya City Naka Ward Office are located has not been closed down since then. Giving in to such childish threats and forcing the cancellation of the exhibition without any justifiable reason or explanation is exactly what the criminals want, and we are complicit in their criminal acts. As in the case of the cancellation of the 2019 Hyougen no fujiyu ten sonogo[Non-Free Expression Exhibition], Nagoya City failed to fulfill its constitutional duty as a governmental body and used a minor matter, which could have been adequately handled by official authorities, as an excuse to cancel the exhibition. This time it is exactly the same: factitive omission by the official authorities, cleverly using the actions of the attackers to justify the cancellation. If we were to judge objectively the actions of Nagoya City, we would have to conclude that there was a psychological collusion between the attackers and Nagoya City. In particular, the mayor of Nagoya, Mr. Kawamura, has repeatedly made unacceptable false claims regarding his historical understanding of the so-called "comfort women," has refused to acknowledge his moral responsibility for the forgery of signatures in the campaign to recall the prefectural governor, Mr. Omura, and has expanded the number of victims of the COVID-19 without taking appropriate measures. Kawamura has also failed to fulfill his responsibility as a leader of the Nagoya City. Kawamura is undoubtedly one of those who want the "Watashitachi no 'Hyougen no fujiyu ten sonogo" to be cancelled. That is why we believe that there could be a psychological collusion between the attackers and the government. Immediately, Nagoya City should lift the temporary closure and reopen the exhibition. This exhibition was planned in response to the Aichi Triennale 2019 project, "Hyogen nofujiyuten sonogo," which, like this one, was suspended mainly on the basis of intimidation. Some of the works exhibited in the exhibition had a history of being cancelled due to racist claims. In addition, the "Hyogen nofujiyuten" exhibition, which was to be held in Tokyo and Osaka at the same time, have been cancelled and postponed due to protests by people who opposed the exhibition with loud voices and loudspeaker vehicles. In other words, the decision and action of easily succumbing to blackmail by racists even though the threats and their claims are criminal acts, results in what the racists want; art works cannot be shown to the public; unjustified act of censorship that prevents them from being shown. This is an act of censorship that wrongfully prevents public access. This must be stopped at all costs. In addition, when the "Hyougen no fujiyuten sonogo" at the Aichi Triennale 2019 was cancelled, over 46,000 signatures were submitted by many citizens who had taken peaceful actions, demanding the reopening of the exhibition, but both Aichi Prefecture and Nagoya City have completely ignored these signatures. On the other hand, what kind of thinking is it to give in to the petty threats of those who oppose the exhibition and force them to cancel the exhibition one after another? This is "cultural terrorism" following the situation at Aichi Triennale 2019. Wasn't it the Japanese government that insisted that it would never yield to terrorist threats?
